Review - Editor's personal experience at the Victoria Plaza Casino in Montevideo:
This is a large state owned casino, within the Radisson twin-tower Hotel by the same name. It is a three-part casino spread between the towers of the hotel building. The main live table games area is in the rear tower on the same floor level as the hotel reception hall. It comprises 2 gaming currency sections for the table games - one US$ and one U$, 32 slots/video machines, the cardroom area for poker players, a restaurant and a bar. The US$ gaming section has 4 roulette tables and two blackjack tables, and these are the only games played in US dollars. Everything else is in Uruguayan currency. Buying-in chips is done through the cash desk. You cannot hand in money at the tables. The restaurant has a limited menu in Spanish and the service is good. In the basement below the table games area there is a slots hall with about 150 machines. Opposite the slots hall, on the same level, in the front tower of the hotel, there is another slots hall with about 300 machines. All gaming areas are accessible from inside the hotel and from the street, under the corridor that joins the two towers (see photos). The live roulette tables are the single zero American style. The roulette table used in this state run casino is much longer than the standard American style table. There is an extra space between the wheel and the layout, where the coloured chip stacks are placed (not around the wheel), stacked in 10s instead of 20s. The sizes of the coloured roulette chips in this particular casino are much smaller than the standard size chips found in most casinos. They look like the chips as used in French roulette. The cash chips are colour coded only. They do not show the amount. The dealer will not place bets on behalf of players. The dealer uses a stick to collect the chips from the far end of the table and chips are stacked by hand. The outside bets markings are detached from the main numbers layout. They are at the edge of the tablecloth and therefore players cannot place their chips on the tablecloth, only on the hard surface on the perimeter of the table where drinks are placed.

General: Uruguay is one of the smallest countries in South America. It lies on the Atlantic coast between Brazil in the northeast and Argentina in the west. Uruguay is a democratic republic under a presidential system. Uruguay declared its independence in 1825 and secured its freedom in 1828 after a three-year struggle. Ruled and controlled most of the time by the military, civilian rule was restored in 1985, and in 2004, the left-of-centre Frente Amplio Coalition won national elections that ended 170 years of political control previously held by the Colorado and Blanco parties. Uruguay's political and labour conditions are among the freest in South America. Uruguay is one of the most economically developed countries in South America. Uruguay has the lowest Income Inequality in South America and the highest quality of life in Latin America. Reader's Digest ranked Uruguay as ninth 'Most livable and greenest' country in the world, and first in all the Americas. In 2007, it became the first South American country to legalize same-sex and different-sex civil unions at a national level, although Uruguay is not particularly open to its gay and lesbian communities outside Montevideo and Punta del Este. Uruguay is rated as the 2nd least corrupt country in Latin America (behind Chile). The population of Uruguay is currently estimated at 3.3 million, of which some 1.3 million live in Montevideo and its surroundings. Languages: Spanish is the official language of Paraguay. French and English is taught, and English is the foreign language most used by the business community. Taxis: Taxis in Uruguay are safe and fairly affordable. You get them on the street, at a taxi rank, or call them by phone. Taxis in Uruguay use meters and have fixed costs. The taxis in Montevideo are plentiful and inexpensive. The cabs are easily recognizable, painted in black and yellow, with a lit sign with the word 'TAXI' on top. The meter starts out at zero and goes up as you ride. Once you have reached your destination, the number corresponds to a price on a list. You can ask to see the list in advance as not all taxis display the list. The fares are higher during the night and at weekends. It is advisable to carry bills of small denominations and coins because most drivers do not carry change even for a U$500 bill. Tipping is not common but if you want to give it is welcome.
Currency: The Uruguayan peso (UYU) is the currency in Uruguay. The symbol for UYU can be written $U, and $ and ¢ are the official symbols within Uruguay. The approximate exchange rate on 3rd February 2011 was: 1 Euro = 26.9 UYU, 1 US$ = 19.7 UYU, 1 GB£ = 31.8 UYU
Money: Credit cards are widely accepted in most major towns, but not everywhere. Cash cards can be used in some ATMs in Montevideo and Punta del Este. Debit cards are not widely accepted. Prices in Uruguay are about 25% higher than in Argentina and are not much lower than in the USA or in Western Europe. Prices are often quoted using the U$ symbol, which may be easily confused with the US$ symbol.
Casinos: Casinos are legal in Uruguay and so are horse racing, pari-mutual betting and the lottery. The minimum legal age to participate in any of these activities is 18 years. Uruguay has several legalized casinos and tourists are the major visitors to the casinos. Only a few locals visit the Uruguayan casinos. Lotteries and on & off track betting are popular among the locals. The beach resorts in Uruguay are well visited by tourists and the casinos there form part of their entertainment. Slots/video machines as well as live table games such as roulette, blackjack, punto banco (baccarat), craps and various types of poker are all available. Texas hold'em poker with regular tournaments is also very popular. Thoroughbred racing is only legally offered in Montevideo, at the Hipodromo Nacional de Maronas (www.maronas.com.uy), open at weekends from noon until 6pm. There is only one casino in Montevideo and is owned by the state. Of the three main casinos with live table games in Punta del Este, only Conrad Casino is privately owned. Casino Nogaro and Mantra Casino are state owned. The roulette table used in these state run casinos is not common. The outside bets are detached from the main numbers layout. The table is much longer than the standard American style table and has an extra space between the wheel and the layout, where all the coloured chip stacks are placed (not around the wheel) and are stacked in 10s instead of 20s. Additionally, the numbers on the wheel are lined up facing towards the perimeter of the wheel (see photo below) and the dealer uses a stick to remove the chips from the far end of the layout.
